Mission

The Melbourne APEC Finance Centre's mission is to harness the knowledge and skills vested in Victoria's human capital to provide training programs, convene symposiums and undertake research to position Victoria as a regional centre of excellence in financial services and education.

Objectives

  • To build and strengthen regulatory capacity in financial services governance in the region
  • To provide financial services research and training programs to APEC regulators
  • To position Victoria as a centre for international financial sector services and education

Funding

MAFC is a facility sponsored by the Department of Innovation, Industry and Regional Development. The Victorian Government has committed funding to the Centre over a 4 year period to develop a range of activities in financial services education, research and training. Through this funding, the Victorian Government gives a commitment to support programs for APEC's regional finance regulators and policy makers and for research activities.

Governance

The Australian APEC Study Centre governs MAFC under the advisory function of its Financial Services Advisory Board. Ken Waller, former senior economic advisor, Commonwealth Bank and current ABAC (APEC Business Advisory Council) Representative, directs the MAFC program.

Modus Operandi -

  1. The Director presents the proposed themes to the Board for review and advice on implementation.
  2. A representative from the Department of Innovation, Industry and Regional Development has a permanent seat on the Advisory Board for the duration of the funding agreement.
  3. In implementing the program themes, MAFC coordinates its work with relevant Australian government agencies. It also meets the exacting requirements of primary funding sources.
  4. Half-yearly reports on program implementation are submitted to the Department of Innovation, Industry and Regional Development, together with i) copies of self-evaluation reports the AASC is required to complete for primary sponsors, and ii) specific reports on the completion of each activity.
  5. Accounting procedures as required by Monash University are fully complied with and available for audit review by the Department of Innovation, Industry and Regional Development.
